Start from the vacancy, not the company
The difference between recruitment outbound that works and recruitment outbound that does not is where the list starts. A list of HR directors at companies in your sector is a directory. A list of companies advertising roles you can fill right now, repeatedly, in locations where the candidate pool is thin, is a buying signal.
An open vacancy is a company saying publicly that it has budget approved, a named gap, and a deadline it is already missing. That is as close to intent data as this category gets, and it is free to observe.
Who actually signs
The person who owns the problem is often not in HR. In blue collar and industrial staffing it is the branch manager, the plant manager or the transport dispatcher, because they are the one short handed this week. Mapping to the right role changes reply rates more than any subject line.
Where this works best
Blue collar and industrial staffing, cross border sourcing, transport and logistics crews, trades and production roles, and specialist white collar niches where the shortage is structural. It works least well where the agency has no clear role market and sells general recruitment to everyone.
How the engagement runs
Week one defines the ICP and the offer. Weeks one and two build the list, verify the data and warm the sending infrastructure. Campaigns go live in week two or three, and from there replies get handled and the angles that work get more volume. You get weekly reporting and the interested replies. Anything public that shows an employer has approved budget and cannot fill a role: a live vacancy, the same role reposted repeatedly, a burst of similar roles at once, or hiring concentrated in a location where the candidate pool is known to be thin.
Do you target HR or the hiring manager?
Whoever owns the pain. In industrial and blue collar staffing that is usually operations, not HR. We decide per role family rather than defaulting to job titles.
Can you run this for cross border sourcing?
Yes. Campaigns that place candidates from one country into employers in another are a category I have run, and they work well because the shortage is provable and the agency's angle is concrete.
How is this different from buying a lead list?
A bought list is a directory of companies that may or may not need you today. This starts from evidence that a specific employer has an unfilled role right now, which is why the first message can be specific instead of generic.
